Nothing in the protocol prevents you from splitting the server from the window manager, just everyone implementing the wayland server protocol didn’t see any benefit in splitting it out.

I guess my interpretation was too charitable.
Nothing in the protocol prevents you from splitting the server from the window manager, just everyone implementing the wayland server protocol didn’t see any benefit in splitting it out.
