In GNOME, I can quickly drag and drop windows around, and it works just fine. However, while using XFCE, this is not the case. Touch pad does not release quickly, and this behavior is so irritating, leading to target being dropped at a wrong place - this behavior is not just limited to window drag, but also other similar operations like scrollbar drag as well. How do I resolve this?
Try adjusting MaxTapTime with synclient https://wiki.archlinux.org/title/Touchpad_Synaptics
I.e. synclient MaxTapTime=180

Also stare at the XFCE Mouse and Touchpad settings panel for a long time, I always miss what I’m looking for there
Check if you have some accessibility options enabled, disable everything if you don’t need it. I have xfce on 2 older laptops and it doesn’t do that.
I have everything on default. Could it be that I need to enable libinput and a bunch of other services? Even the function shortcut keys do not seem to work.
